National Insurance and your driving licence: when may medical committee information reach the Ministry of Transport?

Translation published: 15 October 2026

A medical committee followed by a fitness summons?

People approaching National Insurance usually want to clarify rights connected to their health. A further summons concerning a driving licence can therefore be unexpected. Reconstruct the documents: what the committee decided, whether a report was sent, what it said and who issued the summons. Timing alone does not establish the referral's source.

What does the May 2026 official guide say?

Section 30 on page 79 of National Insurance’s May 2026 guide for general-disability doctors requires reporting to the Ministry of Transport if the claimant is found to endanger the public when driving. This brief provision does not detail the transmission route or require automatic reporting of every disability finding.

Disability findings and fitness to drive are different questions

When reviewing an individual file, separate documents about National Insurance rights from notices about the licence. Do not translate a disability percentage into your own conclusion that driving is prohibited, or assume a benefit award also settles fitness. Read what each decision actually addresses. Where something is unclear, request a focused explanation rather than relying on a general account from an acquaintance.

Is a report already a licensing decision?

Distinguish information transfer, medical assessment and a licensing decision. Health information alone is not a document explaining what a person may do today. Check whether a decision was issued, by whom, which licence categories it covers and when it takes effect. Do not assume every report cancels a licence, or that the licence is unchanged merely because no assessment has yet occurred.

Which records should you gather?

Prepare the committee record, National Insurance decision, MARVAD or Sabar summons, Licensing Authority notices and relevant medical records. Note issue and receipt dates where known. If you do not have the report itself, identify it as missing and ask how to obtain it through the appropriate channel. Do not assume your committee record necessarily contains everything transmitted.

What if there is an error or a change in health?

If a record concerns another person, contains an incorrect date or describes a condition that has changed, identify the precise issue and gather supporting material. Ask the issuer to correct its document and clarify how to update the relevant file. Never edit medical records yourself. Updated evidence should be truthful; do not ask a doctor to ignore information or promise a conclusion in advance.

Protecting rights while providing accurate information

Concern about a licence is no reason to give inaccurate medical information in an application or assessment. Present a clear, accurate account, establish what was reported and address the specific question raised. Do not abandon a benefits enquiry based only on the assumption that every National Insurance application harms a licence. Examine personal concerns using the actual records and appropriate advice.

Has a restriction or adverse decision arrived?

Check licence validity and personal instructions before driving. If a decision affects the licence, record when it was received and promptly check the relevant challenge route and deadline. Do not assume that contacting National Insurance, requesting a corrected committee record or awaiting documents pauses a licensing deadline. Benefit proceedings and licence proceedings need separate examination.
